How Petro-Canada describes the arrangement

Petro-Canada’s business-opportunities page says it has “more than 1,500 retail stations, 290 Petro-Pass locations and 50 wholesale distributors”, and offers two ways in (as published, read Oct 22, 2026). A retailer “will run one or multiple sites that sells convenience store items and fuel”, and the site belongs to Petro-Canada. An independent owner owns the site, equipment and inventory. The pages do not call either arrangement a franchise, and this page does not either. Petro-Canada’s pages do not set out the terms of either arrangement, so ask for the agreement itself.

What a Petro-Canada listing on Deavo is

The cards below are service stations whose listing names Petro-Canada. Deavo counted 12 on Oct 20, 2026, all in Ontario (12). A listing that names the brand does not say what the seller owns: it might be the land and building, the business only, or a retailer position on a site Petro-Canada owns. Ask each seller which it is and whether Petro-Canada’s agreement passes to you. Asking prices are what the advertiser wrote, not a valuation.

What Petro-Canada publishes

For independent owners the investment “varies based on land value, lot size and product service offering (convenience store, quick service restaurant, carwash, other).” For retailers it says you “must be financially capable of making a substantial working capital investment”. Its figure for that investment was read only from Petro-Canada’s test server, because the live page refused our checker, so it is not quoted here. No franchise fee, royalty, advertising levy, term or training duration is on the pages read, so none is stated here.

How branded stations are owned

Because Petro-Canada does not describe a station as a franchise, the franchise-disclosure block used for franchise brands does not appear on this page. Whether a particular supply or dealer agreement is a franchise in law depends on its terms. Ontario’s Arthur Wishart Act (Franchise Disclosure), 2000 defines a franchise as a right to engage in a business where the franchisee is required by contract or otherwise to make a payment or continuing payments, or a commitment to make them, whether direct or indirect, to the franchisor or the franchisor’s associate, and either (a) the goods or services sold are substantially associated with a trade-mark owned by or licensed to the franchisor or its associate, and the franchisor or its associate has the right to exercise or exercises significant control over, or has the right to provide or provides significant assistance in, the method of operation, or (b) the franchisee is granted distribution rights for goods or services supplied by the franchisor or a supplier it designates, and location assistance is provided. Section 2(3) lists relationships the Act does not apply to. A lawyer should read the actual agreement before you decide which rules apply. See what financial requirements franchisors set for buyers for the kinds of conditions to ask about, and can a franchise purchase be financed? on financing.

Supply agreement, not franchise agreement

A Petro-Canada-branded station is usually owned and operated by an independent business that buys its fuel under a supply or retailer-licence agreement with the brand owner. That is not a franchise agreement, so the provincial franchise disclosure statutes generally do not apply to it — there is no statutory disclosure document and no statutory rescission right to rely on. A lawyer should confirm how the specific agreement for the station you are buying is characterised before you sign.
