Automotive recycler licence
An automotive recycler licence authorizes buying and dismantling wrecked, abandoned or damaged vehicles and selling the parts. In Alberta, recycling and dismantling is an activity of the automotive repair licence, and the regulation bars selling or transferring a licence.
A recycler and dismantler, in Alberta’s regulation, buys and dismantles wrecked, abandoned or damaged vehicles and sells the usable parts, the vehicle as a unit at wholesale, or the hulk. A buyer of a wrecking or salvage yard meets the licence early. This entry covers Alberta only; check the rules where the yard operates.
How Alberta’s regulation treats it
- Under the Automotive Business Regulation (AR 192/99), s. 3(5), an automotive repair licence authorizes activities that include recycling and dismantling vehicles, as specified by the Director on the licence. A licence holder may not carry on activities the licence does not specify (s. 3(7)).
- A licence does not confer any property right, and no business operator may sell, transfer, assign, lease or otherwise dispose of or deal in a licence (s. 8).
- Business operators and former business operators must keep records created or received while carrying on the licensed activities for at least three years (s. 9).
- The Alberta Motor Vehicle Industry Council (AMVIC) says automotive businesses in Alberta must hold a valid AMVIC licence.
What to check or ask
Ask which activities are specified on the seller’s licence, and ask AMVIC what the buyer must hold before operating. Municipal and environmental requirements are separate questions; the guide on licensing, environmental and property issues in an automotive sale covers them. A related entry is motor vehicle dealer registration.
