Boiler and pressure vessel registration
Boiler and pressure vessel registration is the provincial system that registers pressure equipment and requires a current certificate of inspection or operating permit. In Ontario, O. Reg. 220/01 bars operating or using a boiler or pressure vessel unless the director has issued a current certificate of inspection to the owner or operator, subject to the exclusions in section 2(2).
Plants, restaurants and laundries can run steam and pressure equipment. In Ontario, equipment without a current certificate of inspection cannot lawfully be operated or used unless the regulation excludes it, so a buyer should check each unit’s certificate whatever the purchase price assumed.
Ontario
Section 5(1) of O. Reg. 220/01 says no person shall operate or use, or permit to be operated or used, a boiler, pressure vessel, fitting or piping unless the director has issued a current certificate of inspection to the owner or operator, subject to the equipment section 2(2) says the regulation does not apply to. Under section 10.2(2), if ownership of the equipment changes, the current owner shall notify the director in writing, within 10 days after the change, of its details and effective date, including the name of the operator. TSSA says a new owner of a registered plant needs to re-register it.
British Columbia
The Power Engineers, Boiler, Pressure Vessel and Refrigeration Safety Regulation says a person must hold an operating permit for each boiler, pressure vessel or refrigeration system, subject to the equipment the regulation says it does not apply to. Check the rules in any other province.
What to check or ask

- The date of the last inspection and any open orders.
