Cannabis processing licence

A cannabis processing licence is a federal licence under the Cannabis Act and Cannabis Regulations that authorizes a business to process harvested cannabis. Its subclasses include micro-processing and standard processing, and it is issued for a site that the licence sets out.

A buyer of a cannabis producer meets this licence when the business makes packaged products. Under section 62(1) of the Cannabis Act, subject to orders under section 61(1), the regulations and section 62(2), the Minister may, on application, issue, renew or amend licences that authorize activities such as production, packaging and labelling. Health Canada says only micro or standard processing licence holders can sell or distribute fresh and dried cannabis packaged and labelled for retail to provincial and territorial authorized retailers and to sale for medical purposes licence holders.

What the licence covers

Health Canada says a processing (micro and standard) licence allows you to process harvested cannabis. The Cannabis Regulations establish a licence for micro-processing and a licence for standard processing, among others, as subclasses of a licence for processing.

What to ask

  • Which subclass is held, and which activities and site does the licence set out?
  • Does the licence authorize sale, and are there restrictions that need an amendment application to remove?
  • Would a change of directors or officers affect a cannabis security clearance?
  • Is any amendment application still pending?
