Cannabis Tracking and Licensing System (CTLS)
The Cannabis Tracking and Licensing System (CTLS) is Health Canada’s system for applying for cultivation, processing and sale for medical purposes licences and for the monthly reports federal licence holders submit. Health Canada says a monthly report is required even when there are no sales or no inventory.
A buyer of a federally licensed cannabis business meets the CTLS in the licence file and in the monthly reports the seller has filed. The system and its rules are federal. See buying a cannabis cultivation facility in Canada.
How it is used
Health Canada says cultivation, processing and sale for medical purposes licences can be combined into one CTLS application. Its reporting guide says each federal licence holder must submit monthly reports and that the licence holder’s Responsible Person is accountable for timely submission and for the accuracy and completeness of the data. Official communications and requests go to the Responsible Person at the email address entered in the CTLS. A holder with no sales or no inventory must still submit a monthly report and can confirm that through attestation boxes in the CTLS.
What to check or ask
- Ask who the Responsible Person is and whether the email address on file will still reach someone after closing.
- Ask for copies of the monthly reports filed and any Health Canada correspondence received through the system.
- Ask how any licence changes the seller made were submitted.
- Compare the reports with the business’s own inventory records. See also good production practices.
