Propane facility licence
A propane facility licence is an Ontario licence issued through the Technical Standards and Safety Authority (TSSA) to operate a propane site, such as a container refill centre, filling plant, cylinder handling facility or cylinder exchange. TSSA says licences are not transferable.
A propane facility licence is what TSSA requires in Ontario to operate a site that fills, handles or exchanges propane. A buyer of a gas station or rental yard meets it when the site refills or swaps cylinders, and the licence may sit in the seller’s name. The gas station buyer checklist places it among the other approvals.
What TSSA says
TSSA says that if you want to own or operate a regulated device, you must apply for a licence. It lists separate Ontario application forms for a propane container refill centre or filling plant, a propane cylinder handling facility, and propane cylinder exchange. On a sale, TSSA says regulated operators can transfer ownership of a licensed facility, but licences are not transferable and the onus to apply for a new licence falls on the new owner. It publishes a change of licence holder form for a propane cylinder handling facility.
What to check or ask
- Which propane licence the site holds, and in whose name.
- When the new owner should apply, which is a question for TSSA.
- Whether other TSSA licences apply, as in TSSA licence and fuel handling licence.
