Supply management quota
Supply management quota is the production right — most commonly for dairy, poultry or eggs — that lets a Canadian farm produce and sell a regulated volume under the national supply management system. Quota is administered and traded through provincial marketing boards, generally carries its own transfer rules and value, and often makes up a large share of a farm business’s worth.
Canada’s supply management system covers dairy, chicken, turkey and eggs, and it works by allocating each producer a quota — a right to produce a certain volume — rather than letting the market set output freely. Quota is administered by provincial marketing boards working within a framework set out at the national level.
Why quota needs its own valuation lane
- Quota often trades on its own exchange or through a board-run process with rules about maximum holdings and eligible buyers, separate from the farm’s land and equipment.
- Its value can move independently of the rest of the business, and in many farm sales quota represents a large share of the total purchase price.
- Transfer is generally restricted to eligible producers and may require board approval rather than simply following the sale agreement.
What buyers need to confirm early
Because provincial boards can cap how much quota an individual or entity may hold, and because approval isn’t guaranteed, buyers typically confirm eligibility and the transfer process with the relevant provincial board before relying on quota as part of the deal.
