Global Talent Stream

The Global Talent Stream is a Temporary Foreign Worker Program stream for employers hiring highly skilled foreign workers. It has two categories: Category A needs a referral from a designated referral partner, and Category B covers in-demand occupations on the global talent occupations list.

A buyer who plans to hire specialists from abroad after closing may meet this term. Employment and Social Development Canada describes the stream as designed for innovative firms in Canada that are referred by a designated referral partner and need unique and specialized temporary foreign workers to scale up and grow.

The two categories

Category A applies where the firm has been referred by a designated referral partner and is hiring someone with unique and specialized talent, though ESDC says a requested occupation on the global talent occupations list is processed under Category B. Category B applies to highly skilled workers in occupations on the global talent occupations list, and a referral is not required. Each category carries commitments in a Labour Market Benefits Plan.

What to check

  • Which category the position falls under.
  • Whether a referral is needed, and from whom.
  • What commitments the plan would impose on the business.

Compare the temporary foreign worker entry and the intra-company transferee route.
